This dataset consists of one ArcGIS shapefile and its associated polygon attributes. The shapefile depicts the official legislative boundary of the 16 National Wildlife Refuges in Alaska at a source scale of 1:63,360.
This boundary shapefile was derived from the following digital sources and legal documents:
1) Federal Register, Vol. 48, No. 38 Thursday, February 24, 1983 Notices Pages 7890-8029.
2) USGS 1:250,000 scale Alaska Boundary Series maps entitled:
Alaska National Interest Lands Conservation Act December 2, 1980 P.L. 96-487
3) Various legal documents such as survey plats, legal metes and bounds descriptions, Deeds, and Titles.
4) USGS 1:63,360 scale revised hydrography Digital Line Graphs depicting ground conditions from 1955 to 1986.
The purpose of this shapefile is to depict the legal, legislative boundary for the 16 national wildlife refuges in Alaska.

The creation of this coverage was consistent with the guidelines described in "Service Lands Digital Boundary Process for Alaska", published by the U.S. Fish & Wildlife Service, Region 7, Division of Realty, September 19, 2001. Refer to this document for full details on the compilation process.
PROCESS SUMMARY
1) Refuge boundary was delineated on USGS 1:63,360 paper quadrangles, using official ANILCA maps and Federal Register boundary description. This was used as a guide in determining which arcs to extract from the USGS hydrography Digital Line Graphs and which section lines to generate.
2) The appropriate arcs were extracted from the hydrography DLGs.
3) The appropriate section lines were generated from the BLS PLSS files.
4) The line of extreme low water of the Arctic Ocean was digitized from the NOAA Nautical Charts and T-sheets.
5) Ridgelines were digitized from the USGS paper quadrangles.
6) Individual ITM quadrangle-based coverages were mapjoined into one overall coverage.
7) All polygons and arcs were attributed.
8) The coverage was checked for errors and corrected if necessary.

Horizontal accuracy of all arcs was ensured by on-screen digitizing and by zooming in to the extent necessary to accurately digitize arcs within the lines in the scanned image. The accuracy of the arcs taken from digital data sources such as USGS Digital Line Graphs is the same as the source dataset.
The horizontal error of all arcs does not exceed 32 meters, based on National Map Accuracy Standards for 1:63,360 mapping. Those portions of the boundaries which follow township lines, section lines, or aliquot parts are accurate to approximately 1 meter. Arcs taken from existing digital data sources retain the accuracy of those datasets.

Attribute accuracy was ensured by generating frequency listings of all polygon and arc attributes. Any errors noted were then corrected.
Arcs for this shapefile were obtained from USGS 1:63,360 scale paper quadrangles and USGS 1:63,360 Digital Line Graphs. Quadrangles were scanned at 400 DPI. Boundary arcs were compiled via on-screen digitizing. Individual map sheet coverages were then mapjoined and attributes were assigned to all arcs and polygons.
Compilation of this shapefile is consistent with the standards set forth in "Service Lands Digital Boundary Process for Alaska", dated September 19, 2001, published by the U.S. Fish and Wildlife Service, Region 7, Division of Realty, Anchorage, Alaska.
All poylgons are closed and there are no dangling or intersecting arcs. There is one label point per polygon. Polygons and arcs are fully attributed.
This shapefile is complete. Situations which may require modification include:
1) Acquisition of revised and/or updated USGS 1:63,360 quadrangles, DLGs, or DOQQs.
2) Acquisition of revised and/or updated NOAA Nautical Charts and T-sheets
3) Acquisition of revised and/or updated aerial or satellite imagery.
4 Legislative changes to the refuge boundaries.
5) Land exchanges which alter the refuge boundaries.
6) Acquisition of survey-grade data.
7) Acquisition of GPS position data.
