Data represented is valid from 1963 to present depending on individual areas (polygons). Individual districts, sections, and statistical areas have changed over the years. Each polygon has a geometry start date that can be used to reference the date the polygon became valid.
<DIV STYLE="text-align:Left;"><DIV><DIV><P STYLE="margin:0 0 0 0;"><SPAN>Over the past several years, the department has undergone an extensive effort to correct and provide for accurate descriptions of commercial salmon fishing districts, sections, statistical areas, and closed waters. District and section layers are delineated based on Alaska Fish and Game Regulations as described in 5 AAC 33.200. Statistical areas are not defined in regulation, but internally defined within ADF&G. Statistical areas included are used for salmon, shellfish, and miscellaneous shellfish fisheries for reporting harvest within Southeast Alaska. Statistical areas are polygons that divide the waters of the State of Alaska and the adjacent Exclusive Economic Zone (EEZ) into small units for the purpose of reporting and analyzing fishery harvest. Each statistical area is identified by a unique 5-digit number. Participants in Alaska commercial fisheries are required to report the statistical area where their harvest occurs. In combination with reports on the harvest species, poundage and etc., these data are useful to analyze and visualize spatial patterns in harvest. This data set defines the current valid statistical areas that may be used on ADF&G fish tickets for salmon and miscellaneous finfish. This data set should NOT be used for navigation or for determining compliance with ADF&G Commercial Fishing Regulations. Salmon Statistical Area Attributes

PVB_Southeast_Salmon_Statistical_Areas
This data quality report applies to the commercial salmon statistical area polygon features and associated attributes published in the PVB_Southeast_Salmon_Statistical_Areas data set.
Statistical area boundaries were created based on internal statistical area descriptions authored by Southeast Alaska Department Commercial Fisheries managers.
The base coastline source used is the NHD Flowline line feature class. The NHDFlowline Mean High Water (MHW) coastline data from the National Ocean and Atmospheric Agency (NOAA) that is in the National Hydrography Dataset (NHD). The NHD is available for download here: https://www.usgs.gov/core-science-systems/ngp/national-hydrography/national-hydrography-dataset?qt-science_support_page_related_con=0#qt-science_support_page_related_con
For Mean Low Low Water coastline the Office of Coast Survey Seamless Raster Nautical Chart Services was used to digitize the MLLW line for certain boundaries. The map service can be accessed here: https://nauticalcharts.noaa.gov/data/gis-data-and-services.html#seamless-raster-nautical-chart-services
The U.S./Canada boundary delineation shapefile was downloaded from the International Boundary Commission. "The shapefile was generated from NAD83 geographic positions of boundary monuments and turning points. Some coordinates are from recent surveys, while most are datum conversion. It is for mapping use only and must not be used to define the boundary. Metadata files are included and are country specific. version 1.3 was downloaded from here:

NHD coastline line features were converted to polgyons for land features. All GIS data was projected to GCS_1984. Water polygons created from erasing the land features form the basis for the district polygons. District polygons were used as the basis to start building statistical area polygons.
Polygon vertices were reduced using the Esri geoprocessing tool, 'Simplify Shared Edges' to maintain coincident boundaries between districts, sections, and statistical areas. The simplification algorithm used was 'Retain critical bends (Wang-Muiller) with a simplification tolerance of 5 m.

It was noticed when adding the respective map services specifically to Esri's 'New Map Viewer' and associated apps which uses a newer JavaScript version the map services initially draw with a blocky or pixelated polygon display prior to rendering as created.
The Record Completeness measure is intended to ensure that all atribute records are complete. This measure does not include data correctness, only record completion.
Attribute records for some of the fields were completed by use of a domain and default values to assist in data integrity.

The Polygon Accuracy measure is intended to ensure that district polygons are accurate.
Regulatory coordinates (e.g., Registration Areas, Districts, Sections) along with internally defined statistical area coordinates were recorded from the appropriate Alaska Fish and Game Laws and Regulations, and plotted over the appropriate feature class.
